The political background of the governor who put the ‘NEET’ bill on hold

The Chief Minister of Tamil Nadu has met Governor RN Ravi. According to a press release issued by the Government of Tamil Nadu, the Governor has accepted the request to send the NEET Exemption Bill to the President of India for approval. The governor has put many other bills on hold, such as the NEET exemption bill.

The Government of Tamil Nadu Newsletter reads two messages. The Governor must protect the dignity of the Tamil Nadu Legislative Assembly. The Governor should respect the sentiments of the people of Tamil Nadu. Will the Governor accept these two requests and send the NEET Exemption Bill to the President as promised? or not? It remains to be seen. (To this day the Governor has not sent it to the President.) In this context it would be appropriate to recall a historical message about the Governor of Tamil Nadu.

Ravi was the Governor of Nagaland. Several armed groups were protesting there demanding Nagaland as a separate state. Although India is said to have gained Independence on August 15, 1947, the day before, on August 14, the militant groups declared Nagaland a separate state and formed a separate army of their own. In 1952, the Indian Union Army severely repressed the armed Naga group. The Union government has been in talks with the armed ‘Nationalist Socialist Council of Nagaland’ (NSCN) since Modi came to power. The person who chaired the Union Negotiating Committee is likely to be the current Governor of Tamil Nadu. He was then the Governor of Nagaland.

On August 3, 2015, an agreement was signed between the NSCN Committee and the Government of India in the presence of Prime Minister Modi. The agreement was signed on behalf of the Indian Union by RN Ravi. Following the agreement, the government issued a statement. The text in it is very important. ‘Recognize the unique history of Nagaland and its culture and positions of Naga’s and sentiments. But they have so far kept secret what agreement was reached. Not yet published.

The militant group leader made it clear in an interview with Karan Thapar, a well-known journalist, that an agreement had been reached on the word “shared sovereignty”. They said the demand for a separate constitution and flag for themselves was not accepted during the talks.

At one point, Nagaland armed groups, Assam Chief Minister Biswas Sharma and Naga Chief Minister Naidurio, who were involved in the issue, urged the Prime Minister that RN Ravi, who is coordinating the talks, is not a credible man; he plots and have to stay out of the talks. Prime Minister Modi asked R.N. Ravi to resign. He was then sent to the post of Governor of Tamil Nadu. Following a unanimous resolution passed by the Nagaland Assembly calling for the withdrawal of the Military Special Powers Act (AFSPA) from Nagaland, Home Minister Amit Shah has appointed a committee to look into it. Another piece of information should be mentioned.

In 2007, the United Progressive Alliance appointed a panel headed by Justice Poonche to examine the relationship between the Union and State Government. The panel submitted its recommendation to the Union Government in 2010. 2 of which are very important.

1) If the bill returned by the Governor is passed again by the Assembly (with or without amendments) the Governor must send the Bill to the President within 6 months.

2) Similarly, if a bill returned by the President is passed again in the Assembly, the President must approve the bill. This is the recommendation given by the panel of Judge Poonche.

Will the Union Government, the Governor and the President take note of these?
